There's always been a duplicative system for procurement. There's the standard method (which has a 3 or 4 digit prefix, changed over time), and then there's this way. I don't know exactly what the technical paper-pushing difference is, but as I understand it the latter method is a direct purchase by the agency responsible for clothing soldiers. That name has changed over time too.
If I'm wrong, someone please correct me because this has always confused me a little!
