    Confirmed as Afghanistan. It is for the Republic of Afghanistan under the rule of President Muhammad Daur 1973-1978. The symbol on the eagles chest represents a Mihrab (prayer niche) and Minbar (preachers platform) in a mosque. The scroll contains the words Afghan Republic. Not sure of the significance of the date 1252AH??
