Looks a bit different to the ones I have seen, but it could be a newer model that I haven't seen. I guess you need to see another one with the tags to be sure...

i have not seen this used yet, i dont think it is issued as the issued ones dont have the extra velcro under the flag unless its the newest model that i havent seen, but could be!
