basing from the wooden toggles and green heavy canvas, it looks like a chinese commie rpg bag. not sure about the stamp though

Wood Toggles, natural metal rivets. Probably a thinner, floppy canvas, too, right?
The overall cheesy construction standard, color of the material and hardware paint and the things above make me think Bulgarian.
I've got the "cannon fodder" web set and it shares many of the detail this does.

My first thought was Polish. They used a small circular stamp like that on their heavy canvas equipment. But I also like the Bulgarian guess. I suppose Romanian is also a possibility, though I am unfamiliar with their field equipment. I don't think it's Hungarian, though I can't rule that out.

I'd bet the farm it's not Romy or Hungarian, the build details and quality are too different.
I don't think this matches the pattern for Polish RPG packs, but it's certainly possible the Poles made them for someone else under contract.
It's not DDR, either.

I asked a friend who is pretty good with this stuff and he thinks it's Bulgarian. Pin a gold star to your chest for narrowing it down so quickly
