Yes, it is issued. But only for QRF units of Collective Security Treaty Organization, including for other former soviet republics

Interesting to see the soldier in the plane is from Belarus. Is it the same exact uniform as the Russian type, or just the same camouflage material?

This is same uniform like all KSOR has. Russian made.
