Panama Propaganda Leaflet?

Found this today while going through a collection we just bought.
It's about eleven inches long and printed on almost a cardstock.
Is it a propaganda leaflet?

--I'm no expert, by any means-- but, do you know what this reminds me of?

One of those flag-decals that comes with a model-kit. You know, the sort that, if folded, makes a flag. Like, maybe it was intended to be folded, and to stick on a dowel, and then waved around to show some king of solidarity.

That would make it a "propaganda leaflet," indeed-- just more active than most.

BTW, Mr. Chatt-- I don't know why, but it took me over six months to realize that I should visit your shoppe online. I did, finally.

I don't think this is a flag like decal, like you mentioned, as there is no gumminess on the back. Its just a straight printed piece of paper.
