Splav is the producer of commercial uniforms, vests etc. .
Your jacket is the Splav M4 version, so yes, it is commercially made.
The camo is a recent version of the NPO made Urban SMK.

Only reason I bought it is we have had a month of seriously(for us here)cold weather and fancied something a little bit different for a change(have N3B,Fishtail Paraka amongst others).
Not sure what the labels translate to---

There is nothing wrong about this jacket, it's good to keep you warm over the cold days.
The label says that it has been made by the Splav factory and what size it is.
