Looks like 1960s OG-107. If you are luck the tag's contract number will be readable. That has a date on it.
The rank is Specialist, but I don't recognize the unit badge. What is the writing along the top?

Unit patch is from 8th ID. Unless the "BAND" is a tab otherwise it does not make sense

Duh... of course! I was looking at non-divisional badges The tab is likely unofficial. There is a "BAND" tab like that associated with ROTC.

it's a garrison shirt, most likely used by someone going to vietnam or who served there... looks pre-67 to me (flat buttons)...

The 8th was stationed in Germany. They obviously weren't issued jungle uniforms
I agree it's probably mid 1960s. Not earlier than that because it has OD name and Army tapes, not later than that because the buttons are the flat type.

Mid-1960's era 3rd pattern utility. Those are later green as opposed to brown flat rimmed edge buttons. Insignia puts it around 68 or 69. Subdued insignia was not authorised until around late 67. Early subdued were embroidered on sateen US Army and printed on cotton tape names. Nylon tapes came later. This is nice with the combination of color and subdued insignia. 8th was also worn with an Airborne tab for a few years. I think it was while they were in Germany .

The band tab is officially sanctioned. It's for the 8ths divisional band. There are a fair amount of these types of tabs that were sanctioned for local wear in the 50's and 60's.
