AFAIK it was never actually accepted for military use though i might be mistaken, but it's a fact that dragon flight is oftenly sold as a commercial item, and ever since M10 was fielded i guess it could kind of be used to trick the untrained eye into thinking he's buying M10.

Mile Dragić is an upstart clothing manufacturer that went from making socks and underwear to being the biggest supplier of the VJ/VS practically over night, though he doesn't manufacture clothing exclusively for the military.
IIRC, Dragon Flight was MD's attempt at creating a next-generation camo pattern for the VS somewhere around 2007-2008, it never took off because of M10 and most of what was already produced was sold off to civillians or issued in very small numbers to certain units.

ok so what units where issued them, as I was told this was used on a UN mission. and I know regular troops where M10. So would it have been police unit or SF

UN mission sounds about right, but anyone with enough operational leeway could have bought a set.
