Any ideas please? The ballistic filler seems to be German made(cannot quite make out the date) and the cover is Made In China. Very lightweight for wear Im guessing under a jacket and not over?

I'd be surprised if this is German government contract. They are pretty particular about sourcing stuff from domestic manufacturers. Covers made in China would be a first for me. My guess is this is a commercial item.
