have you ever heard of or seen a insulated vest in that pattern? because I just bought one and am not sure if it is offical issue

Ah, the elusive blue tiger! Nice find.
Both pre-civil war Yugoslavia and post-civil war republics incorporate camouflaged padded vests in their standard issue uniforms (I'm not sure how many still do). The concept was to wear this under a non-lined field jacket or on its own. Since the police uniforms fairly closely mirror the military ones, and the police field jackets I have are unlined, I am sure the vest you have is legit issue.
