Yup, definitely Belgian. I think it started out in the late 1980s, perhaps early 1900s. As you can see it's quite dark. Pictures of Belgian troops wearing them in the rain show that the camo pattern pretty much disappears. It was replaced by a lighter type.

Also, this poncho comes with a small pouch of the same material that it can be folded into. ALICE clips can be fitted to the pouch, or it can be slipped over the rear suspender straps on the M71 webbing.

I know the feeling. These sorts of shops don't give us a lot of confidence, do they? I don't remember if there is an official tag sewn into the bag or not. I think so.
The second type is colored nearly the same as the 1997-current uniform.
BTW, Belgium is one of those countries that hangs onto everything for years and then kicks them into the surplus market in bulk. That's why there's so many for sale all over the place all at the same time. I note this because sometimes wide availability means the item is pure commercial production.
