I'd concur, the pattern matches well with it on Camopedia.
Ripstop BDU pattern also I think is a good giveaway. I could see this being similar to some Chinese patterns, but I've never seen any Chinese uniforms with ripstop fabric

Definetly Philippines Marines.
Pattern is right as is the cut and fabric. Porras is an ethnic Spanish name; reasonably possible PM stands for Philippines Marines..
