Thanks, looks like its going in the right direction,
I've done some more research and they are volunteer skill badges. 34 different badges where introduced between 1946 and 1987.
They were introduced to distinguish the Home Guard, the operational Guard, and the various voluntary organisations. These were made from a metal blue coloured plate with gold emblems on them.
The above one is for power plant employees volunteering in the home defence force. I think?

Almost correct. People in the operational guard were not home guard in that they were specifically tasked with protecting specific functions and could not be used for other things. If you were in service as the operational defender of a powerplant that is what you would do, you wouldn't go defending the nearby village. basically. While home guard could be tasked to do either or both.
