I've never seen that before either. The year is 1991, which is interesting as that is the same year as the "experimental desert" stuff. TONAK was one of the big makers of hats. I have one they made in 1991 in the experimental desert. None of these items have cross swords, so either samples or trials is likely.
My guess is this was part of a Czechoslovakia's attempt to come up with their own camouflage pattern after becoming a new nation. I've suspected there was some sort of trials to test out new patterns, but I have no proof of it. My theory is the trials were interrupted by the splitting of the Czech and Slovak Republics and the costs of adopting a new pattern.
