I don't know exactly what that pin is, but the crossed pistols is often used by military police formations. Depending on size it could be for a beret or dress uniform lapel.

I had thought Indonesian as well, but I double checked and it does not appear to be that. Turkish... now there is an excellent suggestion! I'll see if I can verify or rule that one out.
