This uniform is worn by antiterror detachments of the Uzbek MVD (Ministry of Internal Affairs) and police units.

From what I have gathered, this uniform is a direct variant of the Russian kamoshovyy risunok "blue reed" pattern. I'm not sure if it's a Russian uniform worn by Uzbek MVD, or if it's a locally-produced uniform made from Russian materials. It's actually a very well-made uniform, given the reputation many former Soviet-bloc uniforms have for quality.
