I agree with Filupe, but that's a rather cumbersome set of straps and aluminium buckles for a fashion piece.
The fashion industry (and its users) are usually quite happy to go for snap-on buttons or simple quick-release buckles.

Size is also not very 'military' and I struggle to imagine which army or uniform system these would be part of.
