From what I can tell, he was a Brigadier of the Black Watch in Afghanistan, and is now a liason in DC. I may have misread things, however.

Local thrift store outside of DC. My guess is that it was an accidental donation, or that whichever aide was tasked with the job misunderstood their instructions.
