This jacket is from the 50/60ies and is from Regiment Infanterie Chassé named after a A dutch General David Hendrik baron Chassé. This regiment started in the 1950ies and ended in the 90ies.

I looks like rank insignia it think it a Second or under (Onder luitenant in dutch) Lieutenant insignia.
