Ben, you're right. The first number is height, and the second is EU size, in both jackets and trousers. That system has been in use since the 70's when it replaced the standard EU sizing which was less flexible (there were just one height/width size).
The height digit to user's height in centimetres goes approximately as follows (unless the user has seriously long or short legs compared to overall height):
6 - 160 to 170 cm
7 - 170 to 180 cm
8 - 180 to 190 cm
I've never seen anything smaller than 644 or larger than 860, and I doubt sizes outside that range even exist. That 650 is an unusual size, 748, 750, 752, 850, 852 and 854 are the most common sizes in use.
