Right shoulder is just a variation of the United Nations insignia, Left shoulder is some sort of national insignia - not sure if it says 'MVD' (Ministry of the Interior) below national flag.

Good find! This is the most sought-after pattern for me, next to blue tiger stripe. I can't find blue reed camouflage ANYWHERE.
