Can someone explain to me Yugo/Serb police badging?

Hi all,

I've got a number of badges for camo uniforms for uniforms used by the old Yugoslavia and subsequently Serbia. I presume the rubber type was from the Yugoslav days, but when did the woven type come into use? Some uniforms have velcro only on one arm, some have velcro on both arms. What badges are supposed to go where? Some badges appear to be generic and some appear to be unit specific. Any help is appreciated!
