Ooooooo... now that looks interesting. I am unaware of the Canadians purchasing anything from a non-Canadian manufacturer, however special forces generally get to do whatever they want. Whatever this is, I like it!!

I doubt that this is something that Canadians used/purchased, at least not in any official capacity. The clothe is now pretty widely available, so these were likely made for commercial sales in the UK.
The Canadian Forces does purchase various kit from foreign suppliers, but in any case, a proper contractors label would be attached.

SASS like Arktis make various exotic kit and clothing with Arktis sometimes coming up with some very unusual cammo designs. Aimed at the commercial market but some items are very popular private purchase items amongst British squaddies.

Looking at it more closely, it is basically a British cut without knee or seat reinforcements. No reinforcements is pretty much a dead giveaway that it isn't Western military. Not 100%, but pretty close to it.
