Looks like a hunting jacket made from Portuguese lizard ( M964 ) material to me..

I figured it was a hunting jacket, but I'm not sure about the Portuguese material since it's twill and almost all Portuguese lizard fabric I've seen has been HBT or poplin (for the paratrooper smocks).

I'm pretty sure a commercial Portuguese hunting jacket I had years ago was not HBT cloth, but smooth cotton/poly. It was quite old too. I sold it in 2007.

I've had this hunting jacket since mid '80s . It has an M964 TYPE pattern and it's not made of HBT.
These are commercial pieces mostly made from commercial fabrics (not limited to only twill or HBT ) that mimic M964 lizard patterns. I am certain some were made from legit M964 fabric as well.
While these garments and their patterns are not officially associated with a particular country, the origin is quite obvious.
