It is indeed a shoulder cape. Quite common on the Danish market but rarely seen outside. In my humble experience.

From what I remember it was only issued for a short time and wasn't very popular. For sure shoulders get wetter first compared to the rest of the body, but if you're out in the rain and active you're going to be wet pretty much everywhere soon enough. So why bother protecting only the shoulders?

Really good collection, I appreciate the multiple photos of the body armor vest. Are the panels fairly pliable?
