Very cool. That's the arctic cover. They also made a 3 color DCU, a 6 color DBDU one, and an olive drab NBC Suit one.

It is for the ILBE, it was a trial pattern that the USMC trialed up in Vancouver in 2007, it is of a MUCH lighter weight fabric than the other backpack covers.
