I am unfamiliar with this hat, but there are two common reasons:
1. "High Visibility" for night use. Police, civilian and military, often use covers or dedicated white hats.
2. Rain protection. Wet wool caps aren't fun
My guess is this is #1, but identifying the badges on the front will likely tell you for sure.

Remember who we are talking about here I have a Russian SMK rain poncho that is about as water resistant as an already wet piece of toilet paper!
But seriously, I do agree it looks more like a traffic cop kinda thing. The concept is saving money, I think. Why issue two hats when you can issue one hat and a bit of cloth?
