I believe its both MP/Traffic Control and the correct designation is Ssh40. Nice lid

As it is inkstamped 1949 i take it the 44 stamped into the shell isnt also a date?

Soviet Russia had the habit of re-issue older shells with nem liners and then mark them again. Your helmet seems to be from 1945 and re-issued in 1949. Don't know why doo as the liner and the chin strap seems both to be consistant with the WW2 era. One of the several changes on Ssh40 helmets after the war were changing the liner from 3 pads to 4 pads.
