It is clearly labelled as a RM tunic - which the upper part resembles - and I would suggest that it has been subsequently re-modelled as a BD blouse. The DV and anchor stamp is that of Devonport RN depot.

I have my Grandfathers khaki tunic and trousers in Canuck configuration. He was issued these before going overseas, but they apparently stayed home. He was a mechanic, but some homefront units were known to wear these as well.
