It's Belarus. THe slipons look like soviet style KGB BOrder guards. I've no idea if it was put together, the belarus patches are definitely post soviet era.

This jacket is "upgaraded" by conscript soldier himself to be as more "luminous" as possible on the way back to home after his tour of duty

Shoulder boards are cyrillic for "PV," border guards. The camo pattern is similar to the Soviet KGB run border guard "Birch" pattern.

yeah defo a mix up of russian or belorussian "berezka" camo and the patches are a mix up of soviet, russian and belorussian patches. rdv120 hits the nail on the head ... anyhow, what size is it?
