Looks like a squaddie made boonie in old DPM. Nothing issued I'd think but quite neat.

Yup, that's what it looks like to me. No vent hole screens is a pretty good indication.

There is an operation in the US (Grey Wolf Productions, if I have that right) that makes boonies out of things like shelter quarters. It's possible they made some out of cheap surplus DPM jackets (they are sometimes $4 each).

But without any conformation that Grey wolf is doing this sort of stuff I'd go with the custom made for an active soldier theory.
